Starts after a supervillain destroyed a city. A woman walks out, our narrator. Calls herself fate. Light banter between her and villain commenting on how she will reverse it. Has a device that she charges up with his power before sending it off. Villain hits it before it can leave, damaging it. Device goes back un time to find a hero to power up, but it misses. The intended target is fighting their bully. The bully gets hit by the device and everyone watching the fight thinks the hero did it. The bully ends up getting the powers and doing bully things with it.
Meanwhile, the villain somehow gets some power to travel back in time? Forces the bully to step up?
