AI Laws - Real Representation and Voter Choice
SECTION 1. SHORT TITLE.
This Act may be cited as the "Real Representation and Voter Choice Act."
SECTION 2. RESTORATION OF REPRESENTATION RATIO.
• (a) Repeal of the 435-Seat Cap: The Act of June 18, 1929 (46 Stat. 26, chapter 28; 2 U.S.C. 2a), which permanently capped the House of Representatives at 435 members, is hereby repealed.
• (b) Establishment of the Ratio: Beginning with the first decennial census conducted after the enactment of this Act, the number of Representatives apportioned to each State shall be determined by allocating one representative for every 200,000 persons, rounded down.
• (c) Constitutional Minimum: Each State shall continue to be entitled to at least one Representative, regardless of population.
SECTION 3. IMPLEMENTATION OF SINGLE TRANSFERABLE VOTE (STV).
(a) Multi-Member Districts Required: Any State apportioned more than one Representative under Section 2 of this Act shall establish multi-member congressional districts.
• No district shall elect fewer than three Representatives or more than seven Representatives, unless a State’s total apportionment is fewer than three, in which case the entire State shall serve as a single multi-member district.
(b) Voting Method: All elections for the office of Representative to Congress shall be conducted using a Single Transferable Vote (STV) system.
(c) Balloting and Ranking: Voters shall cast ballots containing the names of individual candidates. Voters shall rank individual candidates in order of preference (1, 2, 3, etc.).
(d) Determination of Winners:
(1) The Quota: The minimum number of votes required to win election to a seat in a district shall be determined using the Droop Quota formula:

(2) Surplus Transfer: Any candidate who receives first-preference votes equal to or greater than the quota shall be declared elected. Any surplus votes above the quota received by an elected candidate shall be transferred to the remaining candidates based on the next-preference indicated on those ballots, with surplus votes spread evenly among the next-preference candidates.
(3) Elimination and Transfer: If no candidate reaches the quota, the candidate with the fewest votes shall be eliminated, and their votes shall be transferred to the remaining active candidates according to the next-preference indicated on those ballots. This process shall repeat until all seats for the district are filled.
SECTION 4. EFFECTIVE DATE.
This Act, and the amendments made by this Act, shall apply with respect to elections for Representatives to Congress held after the first decennial census completed after the date of enactment.
